Opening Statement President Cavazos


President Cavazos Thanked everyone for coming out on such a windy Saturday morning.

President Cavazos invited everyone to participate in our community, stating that together “WE” can continue to make our neighborhood a safe and great place to live and thrive.  He also mentioned the  importance of keeping our properties maintained for the good of every members property values.  The RRVE board is here to help you make our neighborhood the community you want. The board is here to address all concerns any member might have. We are aware somethings have gone undone and we are here to change that.


The Board will work hard to enforce the CC&R’s but the Board alone cannot work without the memberships help. Compliance is key for everyone. We are looking for the positive not criticism.

A letter to the Secretary of State and Attorney General had been penned and sent to further describe what is needed by the board to comply.


President Cavazos stated the board is dedicated to compliance with all federal and state requirements and all laws governing HOA’s in the state of New Mexico. It is necessary and the board’s fiduciary responsibility  to do so.





Fire Report Lamar Berry


Mr. Berry reminded all of us of the 2 year Anniversary of the McBride Fire. That fire came within a 2 mile radius of RRVE.  We are currently at a Level 1. We are under Lincoln County Restrictions. Currently commercial fire pits and outdoor cooking are ok. No fireworks or non commercial fire pits allowed.


Our area is considered extremely dry. It is important to trim tall grasses and weeds surrounding our properties in order the lessen the amount of fuel if we should happen to have a fire incident.



Financials Anne Spreights


Ms. Spreights announced we have changed phone companies to TMobil. RRVE phone # is still the same 575-336-2125 . The phone is a mobil flip phone which can be passed to any board member to answer and return calls. Now when members call the RRVE phone #575-336-2125 and leave a message they will get a call back and RRVE will come up as the caller.


Handouts included Profit & Loss Statement 1/1/24-3/31/24, Balance Sheet as of March 31, 2024 and Adjusted Budget for 2024. Ms. Spreights suggested members use auto pay to eliminate the need to remember the once a year dues.


Ms. Speights announced bookkeeping is  being done in house with a saving of $500 a month. Also an audit will be conducted as required by law within the next 3 months. There has not been an official audit for 7 years.


Within 2 weeks all  monies will be consolidated into City Bank.


The board is reviewing the current environment for CD’s.  Our 2 CD’s mature this month and the board is determined to get the best interest rate  available.




Secretary and Parks Ms. Schreiber


Ms. Schreiber announced the newly created website communitynews.biz. the website communitynews.biz is up and working and will be a store house of information as well as another go to place to stay In Touch with the board and what’s happening in the neighborhood. The Website communitynews.biz is in it’s beginning stages and will continue to grow.


Parks Ms.Schreiber announced repairs are needing to be addressed at both Sunrise and Sunset Parks. These repairs will happen as the weather warms. Due to erosion a fence post at Sunset park needs repair and currently parts for the basketball goal are being reviewed. A  hopscotch will be painted on the concrete slab at Sunrise Park and also under consideration is using the concrete slab for a pickleball court.  It has been mentioned the concrete slab is not big enough and the edge of the concrete slab onto the gravel would be a hazard.



MAL and ARC Bobby Smart


Mr. Smart reported to date ARC applications for 3 fences, 2 decks, 4 new  homes, 3 of which are manufactured homes. 1 custom built home on Little  in Horn.


Mr. Smart said our neighborhood is a very desirable place to live. Any property that goes on the market sells pretty quickly.


Mr Smart introduced speakers from the Lincoln County Roads Department

Jeffery Honeycutt and Gerald Chavez


Mr Chavez and Mr. Smart did a ride about and inspected all roads in our RRVE neighborhood. Mr. Chavez indicated our roads need attention.


Mr Chavez commented on why our roads do not get attention. The state pays attention to the roads that connect to state roads/highways. Like Ft Staton Rd connects at one end at Hwy 220 and the other end to Hwy 48. These roads get a higher funding priority from the state than our neighborhood loop. Since our neighborhood county roads do not connect to any major highway we are generally at the bottom of the  list for state funding. Mr Chavez suggested we get creative and maybe look into grants.


Mr Honeycutt a 45 year resident of NM said he has requested repairs to our roads 3x’s and 3x’s turned down. Mr. Honeycutt stated his budget of $500,000 is for the whole county. For example to pave 1 mile of road cost approx $1 million and the cost to chip seal is $550,000 per mile. Road repair requests go first to a panel in Roswell who review repair if   approved  said repair goes off to the State for finale approval and funding.




Road Cuts were explained for example the condition of Little Big Horn. Road Cuts are when contractors cut into the road to install utilities. By law the contractor is to notify the Roads department and get a $25 permit and make a deposit of $2500. $2500 is what it cost to repair the road cut if a contractor doesn’t make the repair do or doesn’t do it right. When the contractor has made the repair to spec they will get their deposit back. For many years now contractors (especially on Little Big Horn) have not gone through the process.

Mr. Jeffery Honeycutt and Mr. Gerald Chavez fielded questions from the membership.


Mr. Smart said in the future he will notify Mr. Gerald Chavez of any new house that may involve road cuts.


Commissioner of District 4,  Pierrer Pfeffer made a surprise visit. He addressed the Roper Concrete Batch Plant. The Roper Concrete Batch Plant is not a done deal. Mr. Roper has not been given a green light for his construction. Currently there is a 3 person panel reviewing the project. Commissioner Pfeffer said he would be happy to come back and speak to the Roper Concrete Batch Plant issue and any other concerns our neighborhood has. We look forward to having the Commissioner back.


In closing President Al Cavazos asked the membership to be involved and contribute to the continued success we all have in RRVE.

He asked us all to get involved talk to your neighbors get them involved. There is a sincere interest to be proactive with improving our community, our properties and our lifestyles.
