Opening Statements by President Al Cavazos

President Cavazos addressed this years issues with fires and floods, which has resulted in homeowners insurance companies taking a serious look at renewing individual policies in the Lincoln County area.


Noted was the recent meeting at the Alto Lakes Country Club pulling together surrounding communities in the Alto area to come together and face the battle against together against the huge insurance companies when they decide to cancel insurance.


Present at the Alto Lakes Country Club meeting were representatives from the OSI in Albuquerque where they  presented a plan called the Fair Plan as an options. The Fair Plan requires community cooperation. The Fair Plan has new rules and standards that will need to be incorporated into the surrounding communities’s HOA rules.


Issues to meet these standards/rules were discussed by the membership.


Linda Phillips asked about the Rainmaker Road being used as an emergency exit.

Bill Vaughn owner of Rainmaker Golf Club said it is a private road but would be willing to meet and discuss possibility of making road and emergency exit and also a way in for emergency personnel.


Marg Petree brought up the issue of trees and brushes needing to be trimmed. The Board will investigate where and who is responsible for trimming.


Other issues of fire mitigation discussed cutting back trees, wood piles, tall grass and weeds.


Newly Elected County Commissioner District 4 Tim Prather gave the membership a run down on how decisions were made during the day when the South Fork Fire started and that as newly elected county commissioner for our district he was available to listen to the membership’s needs.


Treasurer Anne Speights gave report on the years financials. The budget would be sent out with invoices and ballot cards in January 2025. Within the packet will be an opportunity to set up Auto Pay for the Yearly Dues and it is up to the member to make a change of address with the Board. If you find yourself in the rears just call we will work with you.


Treasure Anne Speights also explained POC’s are no longer recognized in New Mexico and we are a HOA.


Two items mentioned that would need a vote by membership to change CCR’s

  1. allowing chickens no roosters

  2. Allowing AIRB&B’s


A other subject discussed was members in good standing who want to be buried in the community on land they own. They have been discouraged to do so.


Ms. Speights brought up the notion that folks in the neighborhood think they own the property and can do whatever they want on it. BUT when they signed closing papers they knew there were rules.


Secretary Linda Schreiber brought up the issue of free roaming dogs. She mentioned two attaches that resulted in bites. To report - call the sheriff first, then call RRVE.


The Website is still the place to go for information. I would like to see more folks use the website.


Ms. Schreiber made mention of vandalism at Sunrise Park and complaints about speeders.


MAL Bobby Smart announced the Christmas Lights Contest.

Grand Prize, 1st, 2nd, and 3rd awards will be made.


Vice President Lamar Berry gave an update on the new cluster mailbox.


A report on the Welcome Committee was presented by Debbie Dean and Cyndi Christenson.


Closing by President Cavazos, committees are an important element to the community as represented by the Welcome committee. Please consider helping out to enhance the neighborhood for the good of all.
