Round House Update

March 2, 2025

Hello Friends and Neighbors,

This was a very active week in the House of Representatives. We heard 28 bills on the floor including HB 2 the General Appropriation Act 2025, HB 11 Paid Family Medical Leave Act, and HB 12 Extreme Risk Firearm Protection Order Changes. While all these bills passed the House, they did not do so without debate. I voted no on the majority of the 28 bills but want to highlight three that are especially relevant to my district:

HB 2 includes funding for important initiatives like SB 33 (Wildfire Preparedness Act), HB 175 (Forest & Watershed Buffer Projects), HB 553 (Timber Grading Act), and an appropriation to stand up the sawmill in Mescalero.

HB 11 would impose a financial burden on businesses and employees, showing a projected $800 million deficit after four years. The bill states the program “shall” remain solvent, meaning taxpayers will be responsible for keeping it funded. While presented by the Democrats as a benefit, this is ultimately a tax.

HB 12 I believe is unconstitutional, infringing upon Second Amendment rights with inadequate due process and enforcement safeguards. There is also potential for misuse through false or malicious reports, leading to unjust firearm confiscations.

This week, I also attended the New Mexico Cattle Growers Association reception, President-Elect Tom Patterson shared updates on key legislative efforts. Additionally, the Roundhouse celebrated Higher Education Day where I saw colleagues from ENMU-Ruidoso. Over 24 New Mexico colleges, universities, and education partners shared information on degree programs, scholarships, and more.

There were a couple of key wins in the Education Committee:

HB 65 Instructional Days in School Year (a major win for rural school districts, now awaiting a hearing in the House Government, Elections, and Indian Affairs Committee) and SB 163 Tribal Regalia at School Events.

As we enter the final three weeks of the session, the days will be long, but I appreciate your messages and prayers.

God Bless!

Respectfully,

Representative Harlan Vincent

District 56
